From Superpower to Rogue State: The Implications of the US Seizure of Venezuela's Maduro

Within the considerable disarray regarding the United States attacks on Venezuela, the capture of leader Nicolás Maduro, and the declaration by Donald Trump that the US will “control” the country and “reclaim the petroleum resources”, there is no doubt – these actions create a profoundly disturbing precedent.

A Dark Legacy and an Unprecedented Move

The United States has a grim history of meddling, military incursions, and control in the region, but this past Saturday morning witnessed its initial significant armed assault on the continent of South America. “US supremacy in this hemisphere shall not be challenged from now on,” Mr Trump declared.

He holds the view that the America's power enables it to do as it wishes with scant penalty: consider the military actions against Nigeria and Iranian installations. He claims that the oil resources of Venezuela means this new undertaking “will pay for itself”.

An Illegal Assault on Sovereignty

George W. Bush launched the invasion of Iraq on a lie. But this action without legal basis came lacking any form of UN approval or authorization from lawmakers; Democrats were not even informed and say they were deliberately deceived in briefings. Mr Trump is not trying to twist international norms, but to obliterate them.

Set aside the implication this carries to global powers like Russia and China, and ask where the US itself is heading. While the raid is said to have slain 40 Venezuelans, including civilians, not a single US soldier was lost. Mr Trump’s growing sense of invincibility will likely encourage additional military gambits.

The Thin Pretext and True Motives

Few believe the pretext that this is about drugs. Venezuela is only a secondary pathway for cocaine; Mr Trump recently exonerated the former Honduran president Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself has stated plainly that he is propelled by the lure of oil as well as a desire to project strength, the beliefs held by certain advisors, and the quest for a legacy as his support at home declines.

World Leaders' Silence and a Weakened UN

The international response, especially in Europe, has – with honourable exceptions – been surprisingly subdued. That’s not a result of Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was notable, but this episode highlights the waning power of international bodies.

Mr Trump’s voters who oppose foreign entanglements could still pressure him to focus on domestic issues once more – but soaring healthcare premiums, public anxiety over the economy and other domestic scandals fuel his desire for external drama.

It has been less than 12 months into his presidential term. World leaders may live to repent if they remain quiet at this juncture, considering the potential next target.
